yeah make sure u get 64 bit if ur getting 4gb of ram as 32 bit can only use 3gb

It depends on how much memory your graphics card and sound card (and other stuff that use memory) are using. Eg, If you have a 512MB GFX card, then you can use 3.5GB of memory.
