I love it when companies do this, it's just so funny when they try cut costs but end up chancing losing revenue :P
To be fair AMD were happy enough leaving the phenoms unlocked, and even added dual bios to these cards with a easy switch to go to the backup. Its my guess that they arent fussed about this being possible as only the most hardcore nerds will go messing with their VBIOS, and in those few nerds, it will give them something to brag about and probably inspires some loyalty.
Speaking purely of gains vs losses my guess is its a LOT cheaper for them to just mass produce 6970s and have a very small number of people flash the bios than it is for them to make two cards.

And it lets them use chips that don't quite cut it (i.e one core of the CPU is a bit weak, so tri-core it becomes.)
Usually theyre only damaged is the laser cutting went slightly wrong, which should be a very small %
But with these cards they dont cut them off tike cpus and didnt seperate the pipes by hardware so every card should be unlockable, tho some may struggle with 6970 memory speeds as the ram is the only non identical component aparantly.
True, but that small % could still impact overall turnover if they were just binned, cause while its a small %, we're talking big numbers.
Yeah, but you could always downclock the memory slightly, there'd still be an improvement on the core.
Ahh yeah, see what you mean. Tbh, people seem to be able to unlock pretty much anything given a little extra voltage.

Waiting for techpowerup to release their updated version of RBE (radeon BIOS editor) so i can modify it with more voltage and higher clocks
Before vox mentions temps - runs are whatever temp it wants to by default with the fan on auto, if i max the fan it literally sounds like a fighter jet, but it will keep even the active gpu for aero and windows when idle at around 35*C in a room at 24*C, and i tested it fulled loaded by folding at home but i cant really remember but think it barley made it to 50*C
Tbh I stopped caring about temps long ago, I just put headphones on and let the auto fan do its thing while making my room nice and warm
