I don't really know what you want us to do though. We don't have any enforcement over this (hell, Toasty doesn't even seem that active here), we can't physically force him to give you the stuff, and most of use don't even care about TF2 hats trading. If Valve are attempting to resolve this, and you chase him up over it, then that's all you can do.
