Well, that thing is called a robin hood, and apparently they are kind of 1 in a million occurences (if the arrow shaft is not hollowed out like that, so the arrow has to split through), also remember that arrows are completly inaccurate unlike guns, and flex and twist more in the air, and slow down in their trajectory more quickly than a bullet, and so often will come down at an angle making it a large angle of entry which is harder, this is made harder by them being further distances away.
